Temporary Warehouses in London: Do You Need Planning Permission?

Space in London is tight and costly. When stock piles up or a new contract lands, a temporary warehouse can look like the perfect quick fix. But many business owners assume that “temporary” means “no paperwork”. In most cases that is not true. Here is a plain guide to the rules.

Temporary Does Not Mean Exempt

In planning terms, a building is a building. A structure that is fixed to the ground, stands for months and is used for storage will usually count as development. That means it normally needs planning permission, even if you plan to take it down later.

How long it stays up, how big it is and where it sits all matter. A tent for a weekend event is treated very differently from a steel-framed storage building that stays for a year.

The 28-Day Rule and Its Limits

You may have heard of the “28-day rule”. Under permitted development rights in England, land can be used for a temporary purpose for up to 28 days in a calendar year, along with moveable structures needed for that use.

There is a catch. This right does not apply to land that is within the curtilage of a building. A yard next to your existing unit will often count as curtilage, so the rule may not help you there. It is also aimed at short-term uses, not ongoing storage. Check with your local council before relying on it.

Temporary Planning Permission

If your structure will stay longer, you can apply for temporary planning permission. This grants consent for a set period, after which the building must come down or you must apply again. Councils often see this as a sensible route for businesses that need extra room while they plan a permanent move.

When you apply, the council may look at:

  • The size and height of the building
  • Its effect on neighbours, noise and traffic
  • Fire safety and access for vehicles
  • Drainage and flood risk
  • If the site is in a conservation area or near listed buildings

Each London borough has its own planning team and local policies, so rules can differ from one side of the city to the other.

Building Regulations Still Apply

Planning permission and Building Regulations are two separate things. Even a temporary building may need to meet rules on structure, fire safety and access.

This is where choosing the right supplier helps. Firms such as HTS Industries supply modular industrial buildings with site-specific structural calculations and paperwork that can support planning and insurance. Having those documents ready can make conversations with the council far smoother.

Steps to Take Before You Build

  1. Talk to your local planning authority early. Many offer pre-application advice.
  2. Work out how long you need the building and how big it must be.
  3. Check your lease or landlord’s consent if you rent the site.
  4. Gather drawings, structural calculations and a site plan.
  5. Apply for permission if needed, and wait for a decision before you build.

Putting up a structure without the right consent can lead to an enforcement notice, which could force you to take it down.

Getting Extra Space the Right Way

A temporary warehouse can be a smart, flexible answer to London’s space squeeze. Just treat it like any other building project. Check the rules, speak to the council, and pick a supplier who can provide the technical detail you need. A little homework at the start keeps your business moving without trouble later on.
